Upstream engine patches

Wo keeps its Electron integration patch against Electron v45.0.0 (54f961b44b83e4ece81065ab60a182fd0c38c01e) in wo-electron-v45.patch. The CEF patch targets source commit e537569ecda2e3f23ffdac559ecf7f80b8e59467 and is stored in wo-cef.patch.

The Electron patch removes the old 240 FPS offscreen ceiling; Wo supplies each Electron window's current output refresh rate to webContents.setFrameRate(). The CEF patch prevents the compositor interval from rounding to zero at high rates and documents updating the per-browser rate when a window changes displays. Both engines already expose shared/native-pixmap offscreen callbacks; Wo's native addon transfers their DMA-BUF descriptors using SCM_RIGHTS.

Apply both patches to their corresponding source checkouts with:

packaging/engines/apply-wo-patches.sh /path/to/electron-v45 /path/to/cef

The Electron and CEF repositories need their matching Chromium source and toolchains to build. These patches were reviewed against the checked-out source but a full Chromium/Electron/CEF build was not run.
